Koume and Kotake.

Koume is a witch that when combines her power with Kotake creates Twinrova. The two of them raised the first male Gerudo king, Ganondorf, to turn him into their puppet. Ganondorf becomes more powerful than either of them, and then used his new form of power to try and take over Hyrule in The Legend of Zelda: Ocarina of Time.
