Queen Raqura is an Urayan in Xenoblade Chronicles 2. She is the queen of the Kingdom of Uraya. Like most of the Urayan rulers of her time, she is of House Selosia. As the head of State of Uraya, she is one of the two main forces behind the growing diplomatic crisis between her kingdom and the Empire of Mor Ardain that started 10 years before the start of the game with the annexation of the Gormott Province by the empire.

History[]

Raqura is not seen during the earlier parts of the story but it is mentioned multiple time that Kingdom of Uraya is preparing for war with Mor Ardain due to rising tensions started 10 years before the conflict with the annexation of Gormott. There was also stationed troops in Temperantia in a sort of buffer zone with Mor Ardain who also had troops in the area. Mor Ardain were excavating Judicium Titan weapons before the start of the game but that was stopped by Emperor Niall Ardanach. In secret, Senator Roderich had restarted the excavation behind the Emperor's back.

This led to an accident staged by Torna. In order to buy Torna some time to gain access to the World Tree, the terrorist leader, Jin headed to Temperantia, highjacked one of the Judician weapons, and fired on the Urayan. The Ardainians are blamed by the Urayans and the two armies ready for war despite Jin being stopped by the party. Before the war can break out, Praetor Amalthus steps in and stops the armies' advance. The Paetor invite the two parties to a congress on the territory of the Indoline Praetorium, with the presence of multiple neutral heads of states.

Raqura is first seen exiting her ship near Niall's ship in Indol. She then assist to the congress in her quality of ruler of Uraya. Alongside her were Emperor Niall and Special Inquisitor Mòrag Ladair as the Mor Ardain representatives. Praetor Amalthus was here to represent the Indoline Praetorium. Chairman Niranira as the representative of the Argentum Tradeguild. Prince Ozychlyrus Brouev Tantal as the representative of the Kingdom of Tantal. And finally Mythra as the Aegis. Raqura is originally reluctant to Amalthus' intervention as she states that he is forbidden to intervene in acts of wars as stated by the Osirian Treaty, signed 350 years prior. Amalthus claims that he has good reasons to do so as he has proof that the incident is a complete fabrication by terrorists.

The queen remains skeptical of the ability of the terrorists to launch such an attack despite niall claiming that there was never an imperial decree that ordered the attack. She also didn't believe that Malos could have returned as he had supposedly died during the Aegis War. She is eventually conviced by Mythra, Zeke, and Niranira. Zeke as a neutral party testify to have withnessed the attack with his own eyes. Niranira uses the traces of business deals between Torna and his recently evicted predecessor, Chairman Bana, to prove that the terrorists had the backing to become such a threat. Mythra outright tells her that as the Aegis she saw Malos and that she can tell that he is damaged in some way, which is why he hasn't performed any large scale destruction like in the Aegis War yet. Raqura then agrees to lift the ban on travelling to the World Tree. It is also agreed that Mor Ardain should cease any military development in Temperantia and that Uraya now has surveying rights in the entire area.

Following the congress, she is attacked alongside Niall and a bunch of officials from both countries by Bana inside Giga Rosa, who hopes to start a war and profit from it to become a relevant political force once again. Bana is stopped by the party but he tries to take everyone with him by making Giga Rosa explode. Niall sacrifice himself to stop him while Aegaeon protects everyone. Niall is soon after brought back to life by Nia and Bana is captured. The queen now sees Niall as a really trustworthy leader and further negociations are engaged between the two countries. Raqura can be seen when Amalthus uses the power of Fan la Norne to summon the Titans to attack the Marsanes. She is last seen giving order to Urayan soldiers in the fight between all of Alrest and Malos' Artifices.
