Spinner Cell is a minigame in Mario Party 7. (The name Spinner Cell is a pun of the novel and video game series,

the "Splinter Cell" series. The concept for this minigame is for one player to use the right and left thumb sticks to control two spinners (Right thumb stick = Big Spinner which will knock any of the other three players out of the ring while the left thumb stick or "C-stick" is used to control the small spinner which stuns any player that comes in contact with it) while the other three players try to dodge the spinners. If the player controling the spinners is able to knock all the other players off the course before the timer runs out, he or she wins. But, if any of the three players is able to dodge the two spinners until the timer runs out, then he/she and the other to players dodging the spinners win the minigame.
