Tingle's Balloon Fight DS is a Nintendo DS video game released exclusively in Japan in 2007. It was made available through Club Nintendo exclusively and was a remake of the Nintendo Entertainment System game Balloon Fight. The game stars Tingle from The Legend of Zelda series. The original Balloon Fighter doesn't appear in the game at all, and in fact on the game's boxart an image of Tingle is plastered over Balloon Fighter's. Rupees, the Zelda series' currency, appears in the game mode Balloon Trip. In that mode you'll want to collect as many rupees as possible.

They presumably chose Tingle as the character to replace Balloon Fighter because in The Legend of Zelda: Majora's Mask for the Nintendo 64, the player character Link would find Tingle dangling from balloons. Using the Hero's bow or Deku Link's magic shot, the player could shoot the balloons to pop them, thus sending Tingle plummeting down to Earth. After that Tingle would sell Link maps to the various locations in Termina.
