Toadbert is a recurring character in the Mario & Luigi series. He made his first appearance in Mario & Luigi: Partners in Time. He made another appearance a few years later in Mario & Luigi: Bowser's Inside Story. He is easily distinguishable from the other Toads in the Mushroom Kingdom by his blue and white spotted mushroom cap and thick glasses. Toadbert is known for saying the phrase "By boogity" whenever he speaks to another character.
History
Mario & Luigi: Partners in Time
He is first seen accompanying Princess Peach to the past Mushroom Kingdom along with Toadiko. Once he went to the past, the alien race of Shroobs took the three of them captive. Princess Peach quickly got the Cobalt Stars out of the time machine held it above her head and made the star consume the Elder Princess Shroob, and broke the star into six pieces; however, this soon led to her capture by the other Princess Shroob. Meanwhile, Toadbert and Toadiko ran away as Peach made this distraction.
Later Toadbert loses his memory and is seen to live with his new friends, the Yoshis. He has a drawing of the scene involving the Princess Shroob; however, he can't understand the meaning of what he drew due to his amnesia (realistically, it is a drawing of Peach sucking in the Shroob with the Cobalt Stars). He gives this drawing to Mario as he finds no need for it. Toadbert is seen later on in the Star Path where he had managed to catch up to the Mario Bros. The reason for his reappearance was due to the fact that he had regained his memory; thus, remembering everything about the past events.
Determined, Toadbert attempts to tell the heroes about the truth about the Shroob Princess, but he is unfortunately attacked by an Elder Shrooboid (who is nowhere to be seen). Weakened, Toadbert tells the Mario Bros. to wipe the dirt off the drawing he gave them earlier. In doing so, the Mario Brothers discover the truth about what had happened. Unfortunately, before Toadbert can speak anymore about the past event, he is turned into a Shroob Mushroom by the Elder Shrooboid who had returned. In the ending of the game, Toadbert is revived through the use of baby tears. It can be presumed that he was brought back to the future along with Toadiko.
Mario & Luigi: Bowser's Inside Story
Toadbert makes a reappearance in this game by first appearing in the conference at Princess Peach's castle where the issues about the Blorbs were being spoken about. Toadbert reveals that he had found what had caused the Blorbs through the evidence of an odd looking mushroom sold by Fawful. When Princess Peach's castle is attacked later on by Bowser, Toadbert along with the Mario Brothers, Starlow, Princess Peach, and Toadsworth were swallowed up by Bowser.
Toadbert can later be seen inside Bowser's body where he helps the Mario Brothers by scouting out the various areas. He also provides a help booth in the Toad Square area.
